Sailing Instructions


1 RULES
1.1 The regatta will be governed by the Rules as defined in The Racing Rules of Sailing including Appendix F – Kiteboard Racing Rules.
1.2 Only the following US SAILING prescriptions will apply: the prescriptions to Rules 68, 76.1, and rule 76.3.
1.3 Competitors must wear their bib while racing & life jackets.
1.4 If there is a conflict between the Notice of Race and the Sailing Instructions the SI’s take precedence. This changes RRS 63.7.

2 ENTRY
2.1 Competitors shall complete online registration and check-in at Determined Venue Skyway or Pass-A-Grille Beach on November 2, 2019 no later than 30 minutes to posted Skippers Meeting time. Registration and check-in after the deadline will be approved at the discretion of the Principal Race Officer.

2.3 The entry fee is $100 (USD)

3 COMMUNICATION WITH COMPETITORS
3.1 A Competitors’ Meeting will be held on Saturday November 2nd & Sunday November 3rd time/location depends on forecast. Notification will be posted by 6 p.m. Friday November 1st & Saturday November 2nd online on Facebook group and by email
3.2 Official Notices will be posted on the Official Regatta Notice Board located at the launch site
3.3 Questions regarding the Sailing Instructions may be submitted in writing to the Race Committee. Questions and written responses will be posted on the Official Notice Board.

4 CHANGES TO THE SAILING INSTRUCTIONS
Changes to the Sailing Instructions will be posted by 0800 hours on the day they take effect except any changes to the schedule will be posted by 1800 hours on the day before they take effect. 

5 SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed from the beach. 
5.2 When Flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 20 minutes’. Changes Race Signals.

6 FORMAT & SCHEDULE
6.1 Saturday and Sunday will be course racing. All competitors will race in one fleet. We plan to run no more than 3 races in a row and no more than 6 races in a day. Unless more races are agreed upon by the competitors.

6.2 Saturday November 2 1300 Skippers Meeting

1400 First Warning Class Flag  

Sunday November 3 0800 Skippers Meeting

0900 First Warning Class Flag  

1600 No racing started after this time

7 CLASS FLAGS
7.1 The class flag will be a Pink Flag

8 VENUE
8.1 The intended race area will be Tampa Bay near the Skyway Bridge Option 1. If a wind forecast with any west component in it, we might move the venue to Pass-A-Grille Beach at 22nd Ave.- Option 2.  A final announcement will be made at 1800 hours the night before racing.

9 COURSES & MARKS
9.1 Course is described in Attachment A – Official Description of Marks The WW Liquid Force and 2 Gate Marks will be Liquid Force Red & White Large Buoys

The Finish Pin will be located downwind of the Committee boat and is a Red Buoy. The Starting Pin will be a large Orange Buoy.

10 RESTRICTED AREAS
10.1 While at Pass-A-Grille beach, competitors shall only kite in the swim zone when going to or from the racecourse. 
10.2 The swim zones are defined as obstructions.
10.3 A competitor that breaks this rule may not correct her error per RRS 28.1 and shall retire. This changes RRS 28.1.

11 THE START
11.1 The Starting Line will be between a staff displaying an orange flag on the Race Committee Signal Boat and an inflatable mark set to port.
11.2 A competitor shall not start later then four minutes after her starting signal. A competitor that starts later then four minutes after her starting signal will be scored DNS. This changes RRS 35, A4 and A5. 

12 RECALLS
The Race Committee may hail the sail number or jersey color/number of the competitor(s) identified on the course side of the starting line after the starting signal by loud hailer. The failure of a hail, the failure of a competitor hearing the hail or the order of the hails shall not be grounds for redress. This changes RRS 62.1(a).

13 THE FINISH
The Finish Line will be between a staff displaying an orange flag on the Race Committee Signal Boat and a mark set downwind of the committee boat. 

14 TIME LIMIT FOR EACH RACE
The Time Limit for each race for the first boat to sail the course and finish is 30 minutes. A competitor still racing 15 minutes after the first finisher shall be scored “Did Not Finish” (DNF) by the Race Committee. This changes rules 35, 63.1 and A5.

15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Protests and requests for redress are available at the beach Jury Desk, located near the notice board.
15.2 Protest and requests for redress shall be filed with the Jury within 60 minutes of the docking time of the finish boat. This time limit may be posted on the Official Notice Board.
15.3 Infringements of Sailing Instructions 1.3, 3 & 17 shall not be grounds for protest from one competitor to another, but may result in action from the Jury and or Race Committee. 

16 SCORING
16.1 Scoring will be according to the low point system in Appendix A of the Racing Rules of Sailing
16.2 There will be only 1 discard race after 6 races. This amends Appendix A
16.3 1 race is required to be completed to constitute a regatta. 

17 SAFETY REGULATIONS
There may be a check in, check out procedure. If so the following will apply:
17.1 Check-out: Each competitor shall check-out each time they leave the shore with Race Committee on-shore official.
17.2 Check-in: Each competitor shall check-in each time within 30 minutes of the end of the time limit of the race when they return ashore by notifying in person a Race Committee Beach on-shore official.

17.3 The penalty for infringement of the Safety System shall be 5 points added to the nearest race. The competitor’s penalty score may be reduced to a 2-point penalty if a) the competitor who has not checked-out reports to the Race Committee Signal Boat before the warning signal of the first start for her class b) the competitor who has not checked in reports to the Race Office before the end of the protest time for her class

18 EQUIPMENT AND EQUIPMENT INSPECTION
18.1 Competitors may be required to fill out equipment forms listing what kite and boards they plan to use.

18.2 Unless otherwise directed by the organizing authority, boards and equipment shall be launched and retrieved from the designated area at the event site.

19 DISPOSAL OF WASTE AND TRASH
No competitor shall discharge trash of any kind into the water. The penalty for a breach of this rule, which may include disqualification from a race, is at the discretion of the Protest Committee. This changes rules 60.1(a) and 64.1.

20 PRIZES
Prizes may be awarded based on participation. 

21 DISCLAIMER OF LIABILITY
21.1Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

NOTICE OF RACE

1 RULES

1.1 The regatta will be governed by the Racing Rules of Sailing (RRS), including Appendix F.

1.2 The organizing authority (OA) is Elite Hydrofoil Regattas.

1.3 No national authority prescriptions will apply.

1.4 If there is a conflict between languages, the English text will take precedence.  

 

2 ELIGIBILITY AND ENTRY 

2.1 The regatta is open to open hydrofoil class.

2.2 No entries will be accepted after 1230 hrs on Saturday, November 2nd, 2019, without approval by the OA.

2.3 Entry applications shall be made before the entry deadline through the web page

2.4 Competitors under the age of 18 shall be required to complete the following:

  • Parental/legal guardian assent – for those under age of 18
  • Medical treatment permission – for those under age of 18 or on their parents’ medical insurance policy

2.5 An entry is not considered complete until both the entry form and entry fee have been received.  

 

3 FEES

7       ADVERTISING

7.1   ISAF Regulation 20 – Advertising Code- shall apply.

7.2   Competitors may be required to carry advertising for event and class sponsors on their kiteboards, lines, and on a Lycra vest if supplied by the OA.  

 

8       IDENTIFICATION

Every competitor is required to wear the official event Lycra with their personal identification number whenever going afloat during the event.

 

9       VENUE

The venue has two options Skyway Bridge East Side, North end of Pinellas County side or Pass A Grille  Beach, Pass a Grille, Florida.

 

10        BUOYANCY

10.1   The use of personal flotation devices is prescribed, every competitor and support boat crew member shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg uninflated in fresh water.

10.2    Personal buoyancy is mandatory for all competitors under 18 years of age.

 

11  SAILING INSTRUCTIONS

The sailing instructions will be posted on the official notice board no later than the first competitor’s briefing and may also be available at https://www.elitewatersports.com/elite-hydrofoil-regattas/

 

12         SCORING

12.1 The low point system of Appendix A will apply.  

12.2 One (1) race is required to be completed to constitute a regatta.

 

13         PENALTY SYSTEM

13.1The sailing instructions may alternatively specify that competitors may choose between the turn penalty and a scoring penalty. This may change RRS F4.

13.2Discretional penalties and arbitration may be used if outlined in the sailing instructions.

 

14    PRIZES

Awards shall be given based on participation.

 

15    DISCLAIMER OF LIABILITY

Competitors shall participate in the regatta entirely at their own risk (see RRS 4, DECISION TO

RACE).  The OA does not accept any liability for material damage or personal injury or death sustained in conjunction with, prior to, during, or after the regatta.  

 

16    TELEVISION AND MEDIA

In registering for the event, competitors automatically grant the organizing authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said event as defined in the notice of race and sailing instructions in which he/she participates without compensation.
